cancel a refund

I refunded a buyer after he said he posted the item back however he lied and kept the item and now has the refund too, can the refund be reversed?

Nope sorry.

You should never refund until you have the item back, even if he filed a dispute paypal would expect him to provide a tracking number to prove delivery of the item back to you before you have to refund.
