Transfers from abroad being canceled

Hi everyone!

I set up a paypal account for the NGO im working for.

Im in Brazil and im using the bank SANTANDER. All the donations I received from abroad are being confirmed, then canceled, then confirmed and canceled again at last.

Is this because the SANTANDER bank maybe does not accept payements from abroad? Or is this a paypal problem?

Are you a resident of Brazil?

Is your Santander bank your local bank in Brazil?

Have you linked and confirmed it?
