Paypal not refunding

Currently having awful issues trying to get paypal to respond to my queries.

 

I recently bought a new laptop from ebuyer, the first time I tried this they refunded my money as the delivery address I selected was not "verified", so I did it again using my old address (my parents) which is verified, this payment went through fine.

 

However, paypal took 2 direct debits from my account for this, I contacted them asking for them to refund one of these, a very rude phone operator told me no, so I contacted my bank and they instantly refunded this.  My big problem now is, paypal are still showing this amount as an available balance on my paypal account some 3 weeks since my bank refunded the amount.  I have contacted them several times on this, they don't respond.  My latest was a message telling me that someone would get back to my within 72 hours, they didn't.

 

Obviously this causes me problems as I can no longer pay for things with paypal as it only allows me to pay for things using my paypal balance, which isn't my money so I don't want to use it!

 

How do I get through to paypal that they need to take this money off of my account!!!???
