So I accidently sent a payment friends and family and seller refuses to refund me was wondering is there anyway to reverse the transaction or can Paypal switch the payment to goods and services?.

Not once its sent no.

But if you funded your paypal payment via a card then see if your card issuer will do a chargeback for you.

Also be careful you are breaking paypal rules in sending that way and it can lead to your account being limited.
