We booked and paid for flights at the beginning of February to fly 3rd October which didn't happen. The Paypal payment was requested as a direct debit from my bank and therefore Paypal can't help because it's gone over 180 days and the bank won't help as it's a direct debit to PayPal. Any ideas please

If you are ATOL protected then claim from there, if not then you are out of luck really.
You may get 'some' money back from the administrators if you are lucky.
ALWAYS fund your paypal payments via a credit card, especially if they are high cost.

I paid for Monarch flight in March this year by credit card via PayPal. Paypal turned down my refund claim because it was over 180 days, so paying by credit card does not give you any longer.
To make matters worse, if you use your credit card via a third-party payment service like PayPal, you lose your section 75 right to claim the money back from your credit card provider. The credit card company say they paid PayPal not Monarch so I have to claim the moneyy back from Paypal.
I assumed that using a credit card and paying through PayPal would give me extra protection when in fact, I gave all my protection away.

Get back to your card issuer and be more insistent. Loads of folks file chargebacks directly via their card issuers when they have not been covered by paypal.

The problem I have is that I paid Monarch by HSBC debit last November so it is over the time limit to make a claim from Paypal.Phoned the bank and they direct me back to paypal. What a mess.

Well the card you used presumably was not a credit card so you were not covered post 180 days.
