I think ive been scammed ! please help

I was selling an iphone 4 on CL and some african accent guy contacted me about the phone. he wanted the phone to be sent to nigeria so he said he would give me 400 for the phone and the shipping. I have an " email " from paypal saying the money would be credited into my account once i send them the tracking number. I had to pay out of pocket because the money wasnt released yet to ship it so I sent the tracking number but the money was never released please help I cant afford to lose my phone and money

THIS IS A SCAM.
You will get/got a "fake" email that looks as though it is from paypal.....it isn't.
It will say the buyer has paid ...you won't have been paid.
They will tell you that the payment is released when you provide paypal with a tracking/shipping number......this won't happen.
Most scams originate from Nigeria and people there cannot even own a paypal account.
Paypal NEVER tell you to send trackable, they advise it for seller protection etc but it is not compulsory.
Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
If you have fallen for the scam then i am very sorry but there is nothing paypal can do for you as the transaction was not done via paypal.

I think I have been scammed by a Facebook Account Selling Costumes.
Have you or anyone you know have purchased an item from Vishal Costumes (http://www.facebook.com/vishal.costume?ref=ts&fref=ts) The seller have agreed to cancel the order but claims that the fund cannot be refunded because his account was on the negative. (what?) Then he wrote that my order will be sent in a week. That was over 2 weeks ago. I have given this seller the benefit of the doubt (as suggested by paypal) as I have opened a dispute.
At this point, I am truly convinced that this Facebook Seller is FRAUDULENT.
If anyone has been in a similar situation, please advise.

If you paid with paypal then file for item not received via the resolution tab in your paypal account > put in what has happened and give the seller a chance to refund > if they don't then escalate the dispute to a claim for paypal to sort.

chris the poster that mentioned the emails was answered a later post on the thread about a different thing.
You cannot do anything as your transaction had nothing to do with paypal unfortunately.
