Yes, go to help/contact bottom of this and every paypal page > select the phone option > get the code and number and then when you get through don't select any options just say the word agent until you get through.
However Paypal put up a post yesterday about high call volumes so it may be best to wait a few days.

"High call volumes" is the standard excuse when there are lots of calls (many complaints?) and not enough people employed to answer the phones.
Sure sign of a badly-run business. (Speaking as a retired Customer Service Manager ... )

High call volumes was caused because of the many people calling about the Monarch airways situation, it did not last long.

I stand by what I said.
It is an increasingly prevalent standard 'answer' from call centres these days. Utility firms, councils, etc.
'They' don't cope with demand, surges/blips, etc. The centres are run with minimal staff and 'telephone trees' in order to maximise profits - and that is hard to argue against.
Customer Service comes a poor second.

Strangely enough I don't disagree with you on that one.
Call centres for most firms including paypal are pretty abysmal at the best of times.
However when that person posted there was a genuine reason for the 'delays'.
Took me 3 hours on the phone the other day to the tax office for a mistake of their making.
