Money has seemingly disappeared after cancelled payment

I made a mistake that has now created an issue, and I don't know how to begin getting my money back.


Last week, I made a purchase of about $26 from a website.  I chose to pay with paypal, and I intended to use $5 in my paypal account to pay a portion of it, and then make up the rest with my credit card.  Unfortunately for me, I did not change the payment option from checking account to credit card, so Paypal initiated the payment to the site, and scheduled a 3-4 business day withdrawal.  The withdrawal was estimated to go through on Monday.
I cancelled this order on the site, and then placed a new one.  This time, I made sure that I used the credit card option instead.  The order was successful.


Paypal still had the withdrawal for the first transaction pending, and I had to speak to a representative from the site to have that cancelled.  Paypal listed the payment as cancelled, and I assumed that it was settled.  All of this occurred last week, on the day that I made the purchase.


On Monday, two withdrawals were made from my checking account.  Instead of using the $5 in my Paypal account and charging the rest to the credit card, the remainder was apparently withdrawn from my checking account.  I have no other charge on my credit card, so this should not be an issue (though it could have potentially caused an overdraft).  Then, the cancelled transaction also initiated a second withdrawal for the same amount, at the same time.  


I was double-billed, but there is no record of this in my Paypal account or on the site's transactions.  I spoke to a representative from the site concerning this, and they tell me that it's an issue on Paypal's end, and that they show no transfers aside from my payment for the successful order.  My bank statement shows two withdrawals for identical amounts, and one of them should not have happened.

 
I would like to know  how exactly I should pursue this issue with Paypal.  I am not sure who to contact.  According to my Paypal history and the site's history, the order was cancelled, but my statement and checking account status says otherwise.
