I have contacted paypal and ebay numerous times in regards to this issue and still no response at all. If this issue is not resolved by January 1, 2012, I am closing my ebay account of 14 years, and closing my paypal account as well. I have been mistreated by both ebay and paypal phone reps. If I ever ran my business the way you folks are running yours, I would have been out of business 30 years ago. My account has been in good standing for 14 years with ebay - never had a negative feedback - 100% positive feedback and yet they hold my money. it is not even the money - it is the point of it. my business outside ebay does 2 million a year, so it is not about the money, it is the principal. If the policy is not changed by Jaunauary 1 2012, i am ending my ebay business and putting my time, effort and money in antoher direction. there are too many other avenues to make money than through a company like ebay that does not hold it's customers in high esteem. I am sure my small business leaving wont hurt too badly, but I am also certain I am not the only person ending their association with your company.. I have spent hours of time emailing and on the phone in regards to this issue, this is my final attempt at a resolution before moving on. Your company **bleep**, and I wont tolerate being mistreated any longer.

I am having the same problem. I started a small ebay business to make some extra money while i'm out on maternity leave....and it's been going really well! I found great items that can be dropshipped so i don't have to waste my time storing, packing, and shipping the items with a new baby. One of the people that ordered from me claimed they never authorized the purchase, so those funds were on hold for a few weeks while the problem got investigated, but now every payment i recieve gets put on hold for 3 weeks!! I can't afford to pay for the items to be sent,out of pocket, I need the money that the customers are paying in order to order their products! I don't think they would appreciate having to wait 3 weeks plus shipping time for their items to be delivered. It completely ruined my business, and i explained all of this to the people of paypal, but it doesn't seem to matter to them. I'm going to see if there is another checkout type website that will work with ebay and ditch paypal all together. It's too bad, because I got the paypal account 10 years ago, and it worked out so well for me for all those years...until now.

I am having the same issue. I have ebayed for years, 100 percent feedback, and now they starting holding my money for up to 21 days? I see they still take their cut. It is good old fashioned stealing. They told me that after I received positive feedback from buyers I could get my money...that isn't happening either. I call I get the same response. If I email I get a standardized email. I don't have any disputes...yet there is 140 dollars in my account that I cannot touch? I can't even pay my paypal connect or ebay fees with my account.

I've had the same thing.But it's kind of weird because one day they hold funds and the next day I can have another sale and they don't hold them.They added funds imediately on two transactions before they even shipped but ,on another they held funds.I print my labels from e-bay or pay pal,so I have tracking and I ship imediately since I only live one block from the post office.I just don't understand the reason for selective holding of the funds.It would make more sense to me if it was every transaction since I conduct them all the same,but to put in funds on one transaction,hold them on the next then put them in again on the next, I don't get it.

Count me in as being infuriated at this policy. I too have used e-bay and pay-pal for many years with never a single dispute, negative feedback, or any factor that could logically deem my account to be "high-risk" (which is their justification for imposing holds). After arguing this with a customer service supervisor for a full 40 minutes, I was left with the explanation that pay-pal can use their "discretion" to impose a hold on anyone's account, basically for any reason they see fit. This is nothing short of robbery. Thier explanation of a hold is that "the money belongs to you, but you can't spend it or withdraw it". What the heck is that supposed to mean? That's like if someone takes your car and says "no, I didn't steal it, I'm just going to hold onto it for as long as I feel like, and while I do, you can't use it - so walk!"
There are numerous safeguards in place within the e-bay and pay-pal customer agreements to protect buyers and sellers, which we all have to abide by. This is an unnecessary policy that creates nothing but inconvenience for the seller, and I have no idea how it's not already - but it should be illegal to do this! If this was standard practice and policy when I signed on to pay-pal, I would never have done so. It's a shame that this is (or was) such a convenient method to buy and sell on e-bay, because I now have to find another service. There is no way that I will remain a pay-pal member and subject my money to random, time-consuming and arbitrary holds at their "DISCRETION"!

I'm relatively new to ebay and paypal and I could understand a 10 day hold on my funds. But 3 weeks is ridiculous! I was told that after 25 sales I would no longer have my funds held but the problem is that not all buyers leave feedback. I personally will not hold feedback hostage until I receive positive feedback. But I guess that seems to be the theme here so maybe I should. Furthermore, I think that once a buyer leaves positive feedback those funds for that sale should be released immediately. These practices seem to be unfair and I am starting to wonder if its some way for paypal to collect interest on your money while on hold. Meanwhile, I'm out nearly $100.00 for shipping while my money sits in limbo. What's funny is my ebay account is due soon and the funds aren't available for me to pay. Watch how fast they shut me down until they get THEIR money. I swear that Paypal and Ebay must be republicans!

The funniest thing happened....shortly after posting on this thread, I receieved an email that said they were no longer going to place holds on my funds....

I have also been victim to my money being held! My Mother called because her funds are being held too and they said it's because she was not established as an e bay member and once that happened there would be no more issues. She said well that's not true because my daughter has been selling for years and you are holding her funds too! They then came up with some other excuse, I believe about using their shipping labels. I do not want to use e bays or pay pals shipping labels. I never have, never will. I just prefer to go to the Post Office myself! I also do not offer refunds on my auctions because I am an honest seller and describe my items in great detail! On a rare occasion I have made a mistake on my auction and refunded money only in that case. Even if I did offer refunds, my Pay Pal is connected to my bank account and that is one of the requirements for pay pal, so if refunds were really the issue, they could just take it out of my bank account right? I have also heard the excuse "the buyer has to leave positive feedback" well we all know that not every buyer leaves feed back period! Some are new to e bay and just don't care, others I guess just don't care! I always leave feed back and its not fair that because one or more of my buyers do not take the time to leave feed back my money is being held! So now while I wait for my funds to be released, I have to pay for shipping out of my pocket and I have to pay all fees for e bay and pay pal out of my pocket! My theory is they are holding the money to draw interest off of our money! Whatever the real reason is, I am ticked off, I depend on the money to have the money to continue using eBay! On a side note they are also holding my Brothers money who has been selling on eBay forever! My Father is a Lawyer and is looking into this matter for us. We feel like they are not abiding by their contract when we all initially signed up years ago for their services that we pay for! It would be nice to get a real answer as to why Pay Pal is holding $300 plus of my money since October 4th! Maybe after we contact their corporate office and the DA in their area we will get an answer!

I also ben a ebay members for years I did everything they told me to do an they still hold my money. If they keep doing it Im going to close my paypal account in find another way to get my money.
