What time frame does it take to set up a verified paypal account used for buying on ebay?

I recently had an auction that went to a rookie ebayer, and I mean this was their first transaction, the auction ended on the 16th of may, on the 18th they informed me that they were setting up a paypal account and were waiting for the verification from paypal and then they would pay for the auction, is it normal for it to take this long to be paypal verified? When I initially set up my paypal account to buy on ebay it took maybe one day???? I hate to ruin them before they start by filing a non paying bidder alert, but I'm going to have to if the auction isn't paid for soon. Our fees are too significant just to let someone slide.

hi they should of been verified by the 21st at the latest it didnt take me long at all to verify it

Thank you for the info, I didn't think it would take this long, unpaid item case opened with ebay. I'm to the point that I'm going to block new ebayers unless they contact me first.
