Cannot Receive Credit Card Payments

Hello Community,

I am the web developer for SOAPware Inc. We are running a wordpress website with the Gravity Forms Paypal Plugin. I have gone through every step that I can find to set up our paypal business account, but still am unable to complete a transaction with a Credit Card. I've Enabled IPN and Verified our account by linking a bank account. It doesnt matter what card we use, or which email address we use, we cannot get by the error: "The card you entered cannot be used for this payment. Please enter a different credit or debit card number.".  To go ahead and answer the question that I KNOW will be asked, NO the cards and email addresses ARE NOT linked to a PayPal Account.

I have built a form on our website that has Products and Pricing specifically for testing the ability to receive paypments from our website. Upon clicking "Checkout" it forwards the user to a paypal DOMAIN with the appropriate line items and pricing. I select the option to pay with a credit card, put in the appropriate information and click "Review and Continue", but am ALWAYS confronted with: "The card you entered cannot be used for this payment. Please enter a different credit or debit card number.". We do not want to launch a PayPal integration without knowing that our customers can pay without issues.

Can anyone please help?

Is there a step that I am missing?

I am having the same problem but some cards go through OK. There is another ongoing thread here:
