would payout api be what i need?

Hello, i am creating a software that i plan to release to public. But before i do i want to implement a way to get lets say 10% commission of any sales made through my software/services. I saw payout api but I not sure if this is what i need.

How would i be able to implement something like that? Do i charge that commission during the checkout of the user's customer. Or do i charge directly to the user after their customers pay them? And if this is the case how would i go about doing such thing?

Finally, what if lets say a user make a sell to their customer of $7.99, i would automatically receive $0.79. But what is that customer requests a refund to the user. Wouldn't that $0.79 commission i received be retrieved as well?

Using Payouts feature you can send money immediately to multiple recipients with their emails, phone numbers, or PayPal IDs.

Payouts may very well be what i need. But i dont know if i will be able to get approved. They are asking for a full website. But my platform runs through an ios app, i do not have a website.
