WooCommerce PayPal Payments Plugin: Could not create token.

i hope this is the right place... my clients woocommerce PayPal plugin stopped connecting and i dont know why.

im using "WooCommerce PayPal Payments" Plugin.

ive deleted and reinstalled it.
ive added all the correct API tokens, etc.

my WP dashboard says:

Authentication with PayPal failed: Could not create token.

Please verify your API Credentials and try again to connect your PayPal business account. Visit the plugin documentation for more information about the setup.

we got an order 2 days ago just fine.
then the host upgraded WP to 6.3 so i thought that was the issue so i rolled back to 2 days ago WP 6.2.2 and still nothing.

can someone PLEASE help ASAP.
