Webhooks won't get triggered

Hi,

I have a new business account with multiple sandbox accounts.

I created a new plan on the sandbox account and created new app.

I registered my webhook to ALL of the events but for some reason when I'm purchasing the subscription from other sandbox buyer account the webhook are not being triggered.

On the webhook simulator it works well.

What am I doing wrong?

Right now, May 2023, I am having same issue.   Simulator works.   Anyone please help?
