Send payment via restful apis

Hi,

I'm a bit lost in the documentation and the semantics.

I'm buying stuff from customers and upon receiving an item and approval need to send a payment to customer's email/phone with restful api.
The flow is: customer submits the item, operator reviews and approves, payment made.
Which api suits best?
