Paypal payment options in webshop - paypal often does not offer payming option with cards

We have noticed that when a customer finishes the order and is to pay (checkout process) paypal randomly offers to clients to pay with cards. This is a problem, because not all people have or want to open a paypal account.

I have checked all setting options, we even checked the api codes, but we have not found any solution to this problem.

Do you have any idea how to solve this problem?
