There is no address verification through the paypal express check out and FedEx(The shipment provider) charges a fee for correcting bad addresses to ship PayPal orders. so this is an additional cost that is being absorbed.
By doing further analysis, we noticed there is a custom preference @ Paypal Express checkout configuration that can be enabled for the shipping address verification at PayPal end.
