If you use the PayPal pay in for do you get your items immediately or do they wait until you make your last payment

Pay in 4 is between you and paypal and nothing to do with your seller.

Your seller does not know how you have 'funded' your paypal payment as they are paid upfront by paypal so you get your item without delay.
