Is it common that PayPal refuses to apply their own discounts?

PayPal sent me a notification that I get a discount when I order again at an online retailer and chose PayPal for checkout. That is what I did and PayPal outright refuses to honor their promise. They claim that the vendor did not offer such a discount, which is correct, because it was PayPal itself who did.
Is this common practice? Just wondering if I should take such offers seriously in the future.
