Get $25 cashback this holiday... Not being honored

I've spent $35 minimum at Walmart, Ulta Beauty and twice at the GAP.  Prior to those transactions I clicked the "save the offer" button, multiple times.  I made the purchases largely in part because of this PayPal incentive promotion.  I've messaged PayPal (a week ago) and received several replies that PayPal's "engineers" and "escalation team" are reviewing the situation and will get back to me within 72 hours (a week ago!).  I even have a ticket number, CSTS253**.

Observations:  PayPals button to "Save the offer" does not lead to a confirmation that the offer is queued up in your account.  No where does it indicate the offer is associated with you account.  PayPal indicates the offer is good for the first 130k users.  Again, no where does it indicate if the offer is still active and available to new users (at least as of 12/18/20).  PayPal representative acknowledged to me that he can see two of my initial transactions where greater than $35, yet the merchant ultimately split those transactions into smaller transactions (all less than $35) as they fulfilled/shipped the 2 orders over the course of days, using multiple partial shipments - each billed as they were shipped.  This however has to be anticipated as being more the rule, than the exception, by any company designing a promotion.

There is a lot left for the imagination regarding PayPal really honoring this promotion in good faith, adhering to consumer rights.

Anyone reading this actually receive their $25 PayPal Promotion?

After posting several messages in the Help section of the PayPal account I received a call today.  The representative issued a $25 credit to my account for meeting the criteria of their promotion.

... be sure to post a message to PayPal if you're still waiting to be issued a $25 credit for meeting the promotion guidelines (btw; the offer says to click "Accept Offer" but it never confirms if you added the promotion to your queue).  If you made the 3 qualifying merchant purchases, be sure to message PayPal.

I also had to message Paypal and received an email stating that I had been awarded my $25 and it was valid until June.

However, when I click on the "See your reward" option in the email, it doesn't show up in my Paypal balance or in my Wallet.

Is anyone else having this issue?

You may have to re-connect w/ them, and be sure to save that email. When you go to your Wallet and scroll down just below your “payment methods” (be bank acct and/or credit cards), do you see “Offers” and to the right “$25”? Or maybe they applied it differently or they errored.

I messaged Paypal help and they told me to directly contact Walmart:

"My name is Jorge and thank you for contacting PayPal Messaging. As what I see here all purchases you made to Walmart is already completed, regarding your promotion this holiday Walmart is responsible for your cashback, I strongly suggest to contact Walmart and ask for that holiday promotion."

 

I purchased 3 different orders from Walmart on 12/16/2020. This promotion has been a headache to deal with.

As frustrating as that must be, I think there's additional miscommunication between you and the PayPal rep writing you.  You need to emphasize this is a PayPal Promotion (on their home web page) that is between PayPal and the PayPal customer (you).  The Terms and Conditions of the promotion are there too to reference and that rep should be able to additionally see the 3 qualifying purchases you made using PayPal as the payment intermediary.  I'd try to get a PayPal rep on the phone and if not possible copy/paste part of the T&C's in the message back to this PayPal rep.
