Is there a difference in the fees PayPal charges when you use a PayPal Money Pool (for friends and family) and just regularly send money by PayPal (again to friends and family)?

Contributions to a PayPal Money Poor are considered the same a personal payment, i.e., sending money as "Friends and Family". You can find the fees for personal payments here. Look for "Sending money to friends and family." Bottom line, if both the sending account and the receiving are in the same country and the sending account uses funds from either their PayPal Account Balance or there Bank Account - there are no fees. If the sender chooses to use a credit card, then they (the sender) are charged a transaction processing fee.
