Android: this item isn't available in your country

i live in georgia, i'm opening google play with a georgian google account, my bank account and even my phone number are georgian and my payment methods in playstore is georgian visa, and still when searching on paypal app, a message appear: this item isn't available in your country, but i've checked out, and its available in georgia, please help
