iDEAL & Bancontact fees

Hi,

I want to ask about the Bancontact fee using PayPal, PayPal has charge me more than the expected fee!

Gross amount
220,00 € EUR
PayPal fee
-4,70 € EUR ,,,, Normally the fee is 0,39c. ,,, so what is the problem ?
 
Can I ask what is the  iDEAL fee as well Because i can't found it on the website of PayPal
