I only want to ship to specific countries, so am considering setting up an International Shipping Method in my Shipping Calculator with only the countries I was to ship to. If a buyer from a country that is NOT on my list of countries tries to pay, would Pay Pal deny payment/prevent checkout, or would it accept the payment but not add a shipping charge to their total?
