Unable to send or receive money

Hi,

I tried sending and receiving money through my Paypal account. But I'm unable to proceed with any of these transactions.

Whenever I tried to initiate a transaction, I'm getting pop-up message as "There's a problem with your Paypal account. Please contact the Help Centre."

Can anyone please help me to resolve this issue.
