Trying to pay for items on Ebay i keep getting this message 'Payments won't go through i add another card still same issue'

I updated all information and rechecked them even add another credit card, Also called the bank they say everything looks good from

our end i bought phone cover from aliexpress and a USB cable from another site both cards are working find must be Paypal.
