Hi Kernowlass,
I live in Belgium and am trying to use Paypal to pay a bookseller in Germany.
So Euros to Euros.
If I set up a PayPal acct here in Belgium (connected to my Belgian bank acct), will I be able to use it to pay my contact living in Germany?

You can send funds from one paypal account to another worldwide to purchase goods.
If its in another currency then you just imput the amount and select the currency from the drop down list and as long as you fund it via your bank account or card then paypal will do the conversion for you OR you can just ask the seller to invoice you in their currency.
If its the same currency then you can use funds already in your paypal balance as well.
Advice is voluntary.

Thank you, K. It looks like it worked without a hitch simply by directing payment through my linked AmEx card. Since it this particular card charges no transaction fee or percentage above the market exchange rate, and since PayPal didn't appear to charge any fee for the transaction, it appears that I was able to make the purchase in Euro without ANY extra costs. Perfect!

I'll add also that this was a 3 country transaction: my funds came from my US PayPal account and the linked AMEx card for a purchase from a bookseller in Germany for delivery to my residence here in Belgium!
