NO OPTION TO USE LINKED BANK ACCOUNT TO SEND MONEY (USD) TO FOREIGN FRIEND (EURO)

I am trying to send money (USD) to a friend whose PayPal account uses EUROS but it's not giving me the option to use my linked bank as payment method.  Does anyone know why that might be?  Thanks.
