I cannot receive money on my PayPal in Egypt!

I have an Egyptian PayPal account with a verified phone number, email, passport, and a MasterCard and I still can't receive money for some reason! I tried from different countries and different amounts and it just isn't working, I tried everything. I don't know what to do, please help.
