I receievd an email today wjth a transaction id

but money are on hold asking me to pay via skrill  an addiction amount which he paid ( without letting me know ) asking first this addition amount to pay by me via skrill in order Paypal to realise the original amount

is that real or a frau ?

FRAUD, no money in your paypal balance = you have not been paid.

Any emails you receive like that are FAKE and not from paypal.
