I have a person from out of the country who wants to buy it now on an item I have listed on eBay, she gets an error code 70297 and it won't let her buy it now.  she called eBay and they told her it was because of PayPal.  I went to my PayPal account and could not get in so I reset new visa and same bank account and was able to. transfer money to my bank,  can you help me so she can bid?

This sometimes happens when buyers try to pay BIN ebay auctions from their phone app.

Get them to use a laptop or computer and it should go through.
