We couldn't complete your payment for you. But only in Japan currency - other works fine

I'm getting this error message every time I'm trying to complete a purchase in JPY:

 

We couldn't complete your payment for you. To get your payments working again, check your account or contact us.

 

But other currencies - USD, EUR - works just fine, even in the same store.

 

Wat could be a reason for this, and how to fix it?
