Upwork payment failed

Hello, 

I have linked my PayPal account to my upwork account. I am trying to withdraw money from my upwork account to my PayPal account and it's saying that the payment failed. I contacted upwork and they have said that the problem comes from my paypal account. 

Can anyone help me with this ?
