Sorry we can`t complete your purchase at this time, issue, please help fix

So my problem is that when i try to buy something its give " Sorry, we can not complete your purchase at this time"

and also i cant confirm my phone number or transfer money from paypal to bank. I cant send money to my friends too..

paypal doedsnot suddenly accept my credit card...this is very annoying!!! I have plenty of funds in my account and nothing fishy in this end???
