I keep getting this error "Sorry, we can’t complete your purchase at this time Please return to the merchant."

What does that mean and how can i fix it?

Will anyone help? I've sent a mail to paypal support, written to PayPal Support on Twitter and on Facebook, no reply at all.

I've never had this problem before. Please bring a PayPal employee...
