Sending payment

I cannot send money. I dont know if there is a problem in paypal or in my account. 

It says"sorry we cannot process your payment as of the moment, please try again later"

I already tried it many times. Any recommendations/suggestions there, what i need to do?

Difficult to say as you haven't said what funding source you are trying to use with paypal or any information on how many you have linked and if they are all confirmed with the 4 digit code.

Im using my paypal balance to send money. I tried also Cash In, I mean Cash in from paypal to Gcash, i also cant cash in from paypal to Gcash.
