I sent money to my son. He has a regular PayPal account with a linked debit card (at his credit union, not PayPal debit). When he tries to accept the money, it is forcing him to provide a photo ID and proof of SSN. He just wants the funds available in PayPal or to credit his linked debit card. But it seems like PayPal is forcing him to open a PayPal Cash account. Is that just how this works? (Wouldn’t have sent him money this way had I known...).
