Requirements for receiving payments from overseas?

Hello,I'm Sanskar From India & I am new to PayPal & I Don't Know How it works so Please help me out. I just wanted to know what are the requirements for a receiving a payment from overseas? I read an article of PayPal saying once you have verified your phone number you are ready to receive payments but here's a different case. When someone is trying to send me money it says 'this person is eligible to receive payments' even if I have verified my Phone Number. is it because I have connected my PayPal Account to Bank Account? or I have not added a Credit Card or else it needs KYC to recieve Payments? Please tell me as soon as possible so that I can start receiving payments.
