Question about transaction

Hello,could you please help me! There is a problem with my last transaction. I sent it, but money still did not arrive to my recipient. My recipient told that her account is working properly and she had no problems with other payments, but in my app it is written that recipient needs to create a PayPal account. Her email is right. Could you please give some advices what is wrong, thank you so much!
