Its down to how the payment was SENT to your account.

1. If they sent using money > goods / services option then paypal would see you as a seller and charge you a fee.

2. If they had sent using the send money > family / friends option then you would have had the payment instantly with no fee. (However that option is not available in every country).

Thanks for the reply, It not that obvious for elderly members of the family.  Its almost hidden. tried to get through to the resolution department and they are a waste of time Hung up in the end fed up with talking to a machine.  Wont be using them again !!

Actually i just read your post again and see that you REQUESTED the payment? So you were the one that made it a goods/services transaction !!

A 'money request' is not a friends/family payment its a goods/services payment.
An 'invoice' is not a friends/family payment its a goods/services payment.
'Send money > goods/services' is not a friends/family payment its a goods/services payment.
A 'business account paypal.me' is not a friends/family payment its a goods/services payment.

A 'send money > friends/family payment is a friends/family payment.
A 'paypal.me personal account' is a friends/family payment.
