Paypal did send my a Message with the normal awnser if i did pay this amount to this guy...

So I wanted to buy something today on Ebay. I decidet to make that with Paypal to have more secure. Than I payied and got this Message on my phone where they ask you if this was you and not someone else. I did awnser the Question two times with 1 (yes) because I got that Message two times. Than they cancelled my Payment and yes now I cant buy anything more. WHY?
