I am trying to understand why I keep getting the message SORRY UNABLE TO CONFIRM YOUR IDENTITY. This happens right after I select the amount to send to recipient. I have called paypal and they see no problem with my account. My bank assures me my card is not compromised. I am trying to send 140 Euros from my account in Romania to a friend in Russia. Please help.
