Payments getting declined

I have attempted three times on two different sites to make a purchase but on both sites they come back as declined? I have not exceeded the $3,000 spending limit today and am a little confused as to what’s causing this as the money is on my PayPal cash card account. Anyone else having this issue?

I just activated mine like an hour ago but can't use. Says payment information is invalid!
