Payment gone from sender's side is not reflecting on receivers end

I made a payment through a PayPal link that was shared by my friend. But the amount is not reflecting at his end. However, it's deducted from my card.

The recipient is in Germany and the site through which the payment was also made is German. I did read the article shared before too but it doesn't speak about outgoing transactions from India to other countries.
