PayPal deposit from Dominican Republic

My question is;

"Why is it that i cannot transfer money from my PayPal to online casino from Dominican Republic?"

All i want is to deposit some of my money in online casino to gamble... i want to use this method, because no bank from here allow me to make such a deposit to casino nor to any ewallets... do anybody have any idea what should i do... it is crazy, because i'm allow to open all those account... ewallet, paypal, casino online etc... but they don't allow deposit... what at the heck is that..
