Few days ago, PayPal asked me to provide Some details (National ID Card and Linked Card Details with payment receipts from the manufacturer) that my account was limited which I provided the information and told them that the payment was not for physical goods, and they verified that the limit was lifted and all paypal activities was restored to normal.. The following day, I tried to pay for a service using my PayPal account, PayPal held the payment again and asked for me to provide the DOB of the seller which I communicated with the seller and submitted to them, few minutes after, I received another notification that my payment was reversed and my account activities was partially restored, but I should provide the same details I provided before but this time National ID Card and Card details alone, limiting all activities from my PayPal account again, I can't send or receive payments, add money or withdraw money, can't add or remove cards etc. I submitted the details requested again that same day, but nothing has been done till today, and I'm missing out sales and payments. I tried messaging them the message tab, but i can't, I still receive an error message of “No customer agent is available at this time” have tried multiple times... Please help

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
