Passport required to complete a transaction?

I made an online order to a company for some t-shirts. I paid via PayPal, and got an acknowledgement of the order. Then I got another message that said, to complete the transaction, I needed to provide a passport number. Mind you, the company is in the US, the address to send the goods to is in the US, the credit card that PayPal uses is in the US. Has anyone ever heard of providing a passport to complete a purchase online?
The payment was cancelled, and I can see that PayPal has a note saying it was cancelled. But that doesn't answer the question. Why is this information even being asked for?
