My paypal cannot send money

When i choose send or request money to someone. My screen have this messenger :

Sorry, we weren't able to complete your payment at this time. Please try again later.

If you continue to encounter problems, please contact customer service

I cannot send money to anyone now. So any one know what's happen? Please help, Thanks you!

I have been frustrated over this issue for hours now. I was able to send and receive money from friends up until yesterday and all of a sudden, today I am unable to send any payments. I get that same error message as mentioned above.
