My eBay buyer cannot complete payment - he keeps getting this error "seller cannot accept payment"

I'm an occasional seller on eBay. Tonight I had an auction close, and the buyer tried to make payment after and received this error "seller cannot accept payment". I checked my eBay account and my PayPal account seems to be correctly linked. I messaged the buyer and asked him to again try to make payment. He received the same error and cannot pay for the item he won in the auction. 

What's the issue here? Everything I've read online seems to indicate it's a problem with the seller (my) PayPal account, but I can link over to PayPal from my eBay account and everything seems to be fine with my PayPal account settings and credentials. Thanks in advance for your help.

Could you please tell me how you resolved this issue? I am dealing with the same.

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
