Money sent but recipient can't access her account

Hello,

I sent a payment and the recipient was unable to access her paypal account because her phone number has changed to an international number and I guess they send her a verification message to the number on her account (which is no longer in service and she can no longer access).  On my side, the payment is showing as "Sent" not "pending" so I can't cancel it.  What happens to the money if she can't access her account? Does it disappear?  Will it automatically refund to my account within 30 days if she doesn't claim it?  Thank you! it was not a small amount, so I really need to resolve.  Thank you!

Oh dear, if it says SENT then it sounds as if you sent the payment using the friends/family option?

Only its a scammers trick to tell you to send that way and then pretend they can't access the payment as they know there is nothing you can do about it as you did not have any buyer protection as you did not send it using goods/services.
